before 16.1 everyone had implicit permission to run home app, in fact
that implicit permission was used to run all sorts of always allowed
methods.
In 16.1 we changed that, everyone has now an implicit right to run
"api", which is used for all things everyone is always allowed to run.
Home is now an app like every other one and requires an explicit run
right. When updating from 14.x we gave the all user group “Default” that
right, but you might have deleted or renamed it.
To cut the above short, just give your user or a group she is in run
rights for application “Home”, if she is supposed to use “Home”.

I updated to 16.1 using the package manager in Ubuntu 14.04 which has the
latest updates as of 7/15/2016. I can access my account without issue but
another user gets the following message:
Permission denied!
You have no permission to access application “Home” !
Click here to resume your eGroupWare Session.
If I click on the “Click Here” part it returns me to this error message.
When I login via my username and check sessions, her account shows the login
as a success (but not active).
I am an admin and she was not, so I put her in the admin group and that did
not resolve it.
I did discover that if you make any changes to her user account, her
password no longer worked and I would have to put her password in again just
so she could successfully login and get the error message above.
