You can register your self, there is no restriction for editing the manual.

Contacting Flavio about who translate what will be a good thing …

About the translation in general:

Best thing is starting with one applikation translationg every english
page into portuguese. Please don’t change the name of the page (the name
is important to be find as online help!), but switch the language to
protuguise before you start with the translation. Please take care of
the language because if you just save a existing page, the english
version is gone - so swithing fist the language …
