that depends on what you have on SMTP Server side.
The aspect of automaticaly CC for every tracker-mail send
you may configure either with your Tracker System per queue or with your
smtp-server per mail.
First you must get notification running. Activate notifications application,
configure and set
it up.
Then set the SMTP settings either in setup or in emailadmin (with the
defaultprofile).
Test with e.g. infolog if the notifications go out.
If you experience problems set debug in the send class to true or something
like 10 to switch on debugging for SMTP sending. Review the webservers
error_log,
listen on the SMTP Server side for communication attempts, look for the
maillog there.
