That has nothing to do with adding via command line or GUI.
Accounts in eGroupware have to be in the Accounts addressbook. Noone can
(is allowed) to move them somewhere else (because they would no longer
be accounts!).
Currently Accounts are either readable by everyone, only by admins or by
noone (in Addressbook). There’s currently only an option to display only
the primary group to regular users, but that option is not implemented
for addressbook, only for the account selection. Thought you can use a
forced addressbook pref to switch the account display in addressbook
completely off.
Limiting the addressbook to only display the primary group for
non-admins, is not a big deal, it’s just not implemented currently.

The user is also able to view all other entries including the admin. What we
want to accomplish is for new user accounts can only see themselves and
their own entries in the addressbook. However, we want the admin user to see

I tried to create a group and put that user in only that group and set the
primary group for the user to that group. I then made sure that the group
had nothing checked under ‘Grant access’ while logged in as admin in the
addressbook, but the user can still see the admin and everyone else in the
Default group.

Only problem I can imagine is caching: If you have a running session and
already searched/listed accounts, that query get’s cached. So the new
account would not show up until you log out and in again.
Apart from that, I would recommend to try again on a fresh install,
maybe your trials with your own script got the database in an
inconsistent state.

Seems
if I play around enough searching by alphabet, logging in and out, I can
get
these newly created users to show up.
