Adding timesheet element to read only project

dear users
i created a multilevel project.
I tried to restrict adding timesheet element for users:I gave read only access as role for a particular sub-project.
Unfortunatelly I could not manage it: if the user can see a project he/she can book on it adding timesheet element.why?
can you help?
