Admin user unable to create new users or modify old ones

Migrated from EGroupware 1.8.004 to 17.1.20190222 (latest version available). No errors during either installation or migration. Migrated system seems to be OK with full data integrity. We have created a new administrator user in the standard way. We can access the system using this new user but when we try to create a user from this account we get:

An error happened
CreateObject() file /usr/local/apache2/htdocs/egroupware/api/inc/class…inc.php not found!

The same error message appears when we try to modify existing users from the new administrator account.
We can create new users and modify the old ones from an old administrator account (existing prior to migration). Our system is running under Slackware Linux (latest, kernel 4.19.29) + Apache. PHP is 7.2.16.

Does Setup (https://example.org/egroupware/setup/) >> Applications show installed app without sources?

That could lead to the problem, you can deinstall them via Setup >> Applications (deleting their data!) or install the missing apps. You can also remove the run-rights for this apps, if you don’t want to delete the data.

Many thanks for this quick reply. No, all the applications appear in green state and updated to the latest available version. During the migration, we got rid of a few applications no longer available from the compatibility package. After further testing, we have realized that some of the old users (those existing prior to migration) exhibit the same behavior (they have admin rights but they are unable to create new users or modify existing ones, very same error message). The legacy server still running 1.8.004 does not appear to exhibit this issue. It is a bit puzzling and as far as we can tell this is the only issue after migration. Any suggestion on what to investigate next is welcome.

There should be a trace in the webserver error.log.

That would be helpful to understand what is causing the problem.

Thanks again for the quick reply. The relevant information is:

Indeed there is no file named “class…inc.php” inside the relevant directory (there are three other php files there, all linked to exception handling). The trace basically repeats the error message displayed by the browser,

Sorry, only the relevant bit was posted. The entire trace associated with one of these events is posted below. The user “wsoadmin” was created after the migration process. The relevant error messages start at 10:25:06.222329, I believe.

That URL will always produce an error, as it does not contain a menuaction GET parameter, which tell index.php what class to instanciate.

So question is how do you get to that url?

Adding or editing an account should be a URL like:
https://exemple.org/egroupware/index.php?menuaction=admin.admin_accounts.edit&account_id=X
