I re-looked into this recently and I believe I found the problem - Apple
Adress Book (on Macosx) stores its images in TIFF format, and will (at least
via applescript) only accept those. One normally doesn’t notice this when
using the gui, because from there everything is automatically converted…
I guess Apples CardDav Implementation doesn’t check for image types and just
assumes that a contact photo is in TIFF format, so it’s just plain copied
into the field.
As images are automatically resized and converted to jpeg, images naturally
won’t show on the Mac. Iphone’s Address Book seems to accept JPEGs, as there
the photos show OK.
Big Question:
If I want to play around a little and convert images to TIFF before they are
sent out via CardDav, can anyone tell me where to put that in? I spent a
while looking at the code but didn’t find the right spot.
As an alternative, I could try the resize function, and convert everything
to TIFF 60x60 on storage. I wonder what else would be broken by THAT

Sure 
Nice analysis. Storing it as tiff makes probably no sense, but we could
convert it user-agent based to tiff for Apple Addressbook.
That must be done in addressbook/inc/class.addressbook_vcal.inc.php.
