Calendar time-zone bug?

We have set the default of the calendar to the South African time zone and our personal
calendar to the UK time-zone (2h behind SA time). We scheduled a meeting with invitations
for 8am UK time, which means 10am SA time. However, the participants in SA received
invitations for 8am. Thus, it looks like that the user/ personal calendar settings are not
working properly. It does not seem that the personal settings of the user are recognised?

This is how I understand it should work:
Default/ Head Quarter time set to a specific time zone
User time zone settings can be in time zones differing from the default time-zone. Meeting
invitations should then be converted to the time-zones of the receipients. Am I correct?

No, users time zone preference is used to show calendar inside EGroupware.

Meeting invitations are iCal files containing time zone of the event.
Textual part of meeting invitation, which is usually not shown, contains
times in time zone of the receiving user and if it’s no EGroupware user
EGroupwares default time zone.

Anyway time zones only matter for recurring event continuing over
daylight saving changes.

Let’s make an example, organizer O has timezone “Europe/Berlin” in this
preferences and creates an event in his calendar at 8am.
That event will contain 08:00 “Europe/Berlin” as start-time.

If he invites an other EGroupware user, it will be shown in that users
calendar according to his time zone. If that users time zone is eg.
“Europe/London”, it will be shown at 7am in his calendar, thought the
iCal invitation will always just contains 08:00 “Europe/Berlin” and it’s
up to receiving users calendar-program how it is displayed.
