What the title says.
Reproduce:
In an infolog-edit window (i.e. a ToDo has to be open), from the Actions drop-down menu at the bottom select Export iCal.
Result:
Plain text iCal content shown in the window.
Expected:
Dialog to save or open file.
Note:
This works fine from the InfoLog List -> context menu -> export iCal
