Can't user self registration

In egroupware 14.2 community version: is ther still a user self registration?
on this page: http://community.egroupware.org/index.php?wikipage=Registration it is said:
With this application enabled, non-members can register and get an egroupware account
But I can’t find it.

Could anybody please help?

How do i enable user registration?

Admin >> Applications >> Registration >> Site configuration

At least in my installation there is no “registration”.

That only means you have no rights to run it.

Give yourself or better Admins group rights for it:
Admin >> User groups >> right click on Admins >> select Access control

Group Admins run rights for applications >> click on [Add] and add
Registration app
