I had a similar experience.
As far as I can tell in the Community Version it is not possible for
anyone other than the Owner to edit individual categories and there is
no way I could find to convert individual categories to Global
Categories. I could not even find a way to determine who the Owner of
them is, other than logging into each user’s account and see if I could
edit them. I thought it was my own ignorance, a common occurrence.
I suppose you could find a way to directly manipulate the database
tables, but that seems awfully dangerous.
It seems to me that the Administrator should be able to see who owns
these and edit the individual categories or to convert them to Global
Categories.
