just tested it on my developer machine and a 14.2 in our hosting
works without the described flaw.
comment is saved upon the first upload.
sorry - i cannot reproduce the described behavior.

when uploading a file for the first time, the comment is not saved.
Uploading the same file again, the comment is working…
