1.4 --> 1.6 upgrades requires the files to be present!
So you need to copy your files directory too, BEFORE starting the update.

… I want to copy our Production to our Development. I searched

That is pretty close to what you want to do. In particular, step 5.
Patching the database’s data.
For test purposes, you can pretty much dump your DB across, make the
listed changes, then do the upgrade to 1.8.
I would recommend setting up a script that you can use to regularly
update devel, and do other things that might be needed, like changing
all your clients’ email addresses so they don’t get notifications.
