Have a look at the file phpgwapi/inc/class.country.inc.php
The data came from http://www.iso.ch/iso/en/prods-services/iso3166ma/02iso-3166-code-lists/list-en1.html but that page has been deleted now. Lots of people before have complained about the capitalisation of the countries but this is dealt with via the translation tools in eTemplate and there have been patches to alter this.
Personally I very much dislike using this ISO standard for country names as it defies the principal of natural law (and echoed by the UN and various other organisations) which states that any territory may become sovereign under only a declaration of such, regardless if it is recognised by any other nation state or territory. As now the Government of the Republic of New Lemuria ( http://newlemuria.org/ ) holds title to physical lands, they qualify under every single international convention to be declared a country. However they do not appear in the list above, so a valid country list it dictateth not.
I have been thinking about a suitable replacement to this for some years now but have yet to find anything which I think would do a satisfactory job.

countries? We will never use any except USA.
