I’m pretty sure that is implemented already, at least in the current versions EPL 10.1 and 1.8.
It’s handled by addresbook search: extra criteria for accounts.

I have a problem what think to would resolved if the disabled accounts were
not shown in system. The disabled accounts would be shown only to admins.
What do you think about this?
