Its for the version Debian Sarge was delivered with. Its policy in
stable not to change the version of the software.
The maintainer of the package has to backport security related patches
and must not add additional features.
Its -like with any other software package- your own descision if you
want a maintained stable version within the package-management or if you
do want new features/versions and therefore get the source.
As with many Debian webrelated Packages my personal choice is not the
usage of Debian packages. eGW can easily be maintained with svn.
