Sorry, but how can I “specify a high number for ip, if all user come
over a proxy or nat gateway, to not block that” ?
That’s meant literally, if all users come over a proxy or nat gateway,
specify a high number for the ip address check and a lower per user
number. Then a user gets blocked via his username and not the ip.

No, you can only specify different numbers per user or ip address.
Eg. specify a high number for ip, if all user come over a proxy or
nat gateway, to not block that.
