I am running into the same problem.
I had egw 1.6 and 1.8 installed, I am almost certain that I submitted
statistics 2012/2013 with the old installations also.
I just downgraded to old backup of the database and tried to submit again,
but either I am blind and do not see the login info, for some reason I don’t
receive it.
Ok, submitting it now, does not help. You must have submitted it before
October 2014, see:

Your new installation must use same submit-ID (calculated from
install-ID) as your old 1.6/1.8 installation.
When you submit user-statistic now with your current installation (and
met the requirements) you get the access credentials.
I don’t think you overlooked them.
My problem: I have some groups, but now I can no longer change them or even
use them. I.e. I cannot add my youngest daughter to my group “Family” any
more…
That is even without groups app possible, all existing groups stay
untouched.
Just edit your daughters user-account and add the family group.
