How to add group-admin to 19.1?

I installed 19.1 as a docker container.

As I have been using eGroupware for a very long time, I got access to getting the group-admin functionality. When installing natively on y webserver, extracting the zip-file containing the files worked.
However, what is the best way to enable this in the current version?

With a little trial and error I got it working.
Hint: uncomment line 32 as well
