Hi,
I faced an identical situation.
Prowled around the tables to figure what went wrong.
No success… thereafter …
resolved it off a built in capablity of egroupware.
Here is what I did :

Went to the setup url
(http://localhost/egroupware/setup/index.php)

Logged in via the
Setup/Config Admin Login
(this login is different/distinct from the Admins within egroupware,
and defined when you install egroupware.)

Created a new admin login.
Then logged out from the Setup/Config Admin Login.

Logged in now from the regular login screen
with the new admin login. Was successfull with all buttons showing up.

Checked status of my earlier admin login which had stopped working.

Figured that the earlier admin login was not part of the Admin group.
So re-enabled that.

Now both the earlier admin login as well as my new admin logins are
working fine and showing all the buttons now.

I figured that this was a human error which happened
after I released the admin login to a supervisor
(under training) who accidentally disabled the old admin from the Admin Group.
