IMAP Accounts never finish setting up

Under eGroupware 14.1, it seems to be the case that IMAP accounts never
fully populate during the setup process. The progress bar just goes in a
loop and never actually populates the account. I’ve tried with two
different IMAP accounts encrypted and unencrypted.

You need to elaborate a bit more what you’ve been doing.

You installed an empty EGroupware from rpm/apt/archives?

In last case archives, does Setup >> Installation check shows all green,
specially all Horde PEAR packages?

Are you then trying to create a new mail account?

In which state of the wizard does it stop?

What did you enter (apart from password of cause)?

I did not install pear horde nor did I install from RPM. The Pear Horde
packages installed by RPM made PHP stop working entirely. Is pear-horde
required?

We do recommend RPM installation of EGroupware for good reason!

For an archive installation you need to run setup >> installation check
and fix everything it asks for, incl. installation of required PEAR
packages! Or just use our rpms …

Who said you should install Horde?

You should, as directed by Setup >> Installation check, install given
PEAR packages from Horde channel, not Horde itself:

pear channel-discover pear.horde.org
pear install horde/Horde_Imap_Client horde/Horde_Nls horde/Horde_Mail
horde/Horde_Smtp
