Mail: Cannot setup or debug IMAP or SMTP

I cannot setup or debug an SMTP account. The system makes me wait
forever. I have been very careful and made sure that all
php-pear-Horde-Imap and php-pear-Horde-Smtp hooks are installed.
Including all dependencies.

However the dialogue gives me no information about the IMAP account or
why it failed to register,

Hmm, after which step does it hang?

You can enable extra logging to Apache error_log by setting
public static $debug = true
in line 66 of emailadmin/inc/class.emailadmin_wizzard.inc.php.

What does Apache error_log show, after enabling debug?

Fix your temp directory in setup and install APC(u) with enough shared
memory for caching (apc.shm_size = 256M).
