The cause is obvious, as is the fix: you can not have two different
things on the same url.
So either install EGroupware in a subdir of the docroot (eg. the default
/egroupware) or do NOT install Apache manual under /manual.

This is the correct description of my problem and a plausible cause. However
this does not solve my problem right now. I see the reported bug is closed,
so it would be solved (?). But it does not work for me yet.
Is there a solution or just still the (unsolved) bugreport?
