Do you have a egroupware.conf? (or a site specific conf, etc…)?
Check with Admin->php information
for the local Value.
Alter your egroupware.conf (or the site specific conf, etc…) as well.

I meant to say that lgging out of the system and back in seems to fix the
issue for a short period.
