Navbar: content doesn't match per-user enabled apps

Hello,
title says it all : for an user, I disabled two apps: ressources and time-sheet, yet they are

1. still present in the navbar
2. accessible to the concerned user.
   Looking into egw_acl, the disabled ressources are absent for this particular user. He also cleaned his browser cache.

Any clue ? Used version is egw 1.4
