Problem with File Manager in egroupware-epl (16.1.20160627)

I get the following error in the apache log:
PHP Fatal error: Access to undeclared static property: filemanager_hooks::$foldercount in /usr/share/egroupware/filemanager/inc/class.filemanager_hooks.inc.php on line 124

Also, when I click “File a file” I get Permission denied

File a file is an EPL feature, icon should be hidden or have a more
friendly reminder that it requires EPL subscription.

File a file allows to upload a file, add custom fields to it and link it
with app entries in a single dialog / step.
