Based on your description, what you want has already been done in the
addressbook.
You should look at creating categories as needed.

If you really need to do what you say with user accounts, instead of
contacts, you should look into another way.

1. Create subgroup for user accounts:
   eGW currently does not support account groups within account groups
   (also known as nested groups). You can create as many account groups
   as you need, but account groups can only have user accounts inside
   them. This is something that has been desired for a while, but time
   is an issue. You won’t find much interest until after 1.6 is released.
   Consider using a naming convention, such as:
   Group 1
   Group 1 - A people
   Group 1 - B people

2. Put into a [account] group some contact not registered in Egw:
   That just doesn’t make sense. How can you put a contact (from the
   addressbook) into an account group?
   If you create an account, then you can put the account into the group.
   If you create addressbook categories, you can group both users and non-
   users as needed.
