Read-only access for egroupware

Hi all,

I already tried to get help in IRC since yesterday, but as no one answered, I will try here:
After I thought this task would only take a few klicks, for 6 hours I tried to figure out how to set up an user account for egroupware that has only read permissions and is not able to create some event at all - regrettably without any success. So I hope someone here can help me, or is it just impossible?

If a User has calendar rights, he is always able to do his own events.
You may set up something for the anonymous user using sitemgr.
In combination with sitemgr a user (the sitemgr user for the site) can be set up to view
events, without having rights for the calendar module itselt. -> granted read rights to
that user are sufficient to view (those) events
