I have installed egoupware-epl rpms in Fedora 24
Version 16.1.002

however

/rpc.php is missing, any help appreciated

That was from SyncML, which has been removed in 14.x.

We recommend to use eSync (ActiveSync protocol) instead, if you can not
use CalDAV/CardDAV, which is first recommendation.
