Sitemgr Category State Problem

Hi,

What category state best suited for hiding category but the pages can be accessed. I want the category to hide in the production mode but the pages underneath can be accessed through links. I set upped the state to draft but my worries is when i try typing the page link it will redirect to 404NotFound page.

Please advise.
