Sure just make a grant from the user or a group he belongs too that
"superuser" (contact requires a user grant!).

I am looking at setting up a virtual office for one of my customers to run
his business on and e-groupware looks just the ticket however, one request
he has is whether or not a super user or main admin user can look at all
contact lists, calendars, to-dos and other correspondance of ordinary users.
This would be needed. Also he wants each user to manage their own contact
lists (for their area) without each other user being able to look at other
user’s lists (only the super user can do this).
Are these things possible with e-groupware?
