Hi Christian,
that behavior change was never intended.
I guess noone tested the changes in the 1.6 category class deep enough.
Do you already have a fix, or should I have a look?

The problem is that if a company shares e.g. the calendar all users will see
now the PRIVATE categories of the other users. We always used the PRIVATE
flag to hide unimportant categories from each other.
I recommend to switch back to the 1.4 behaviour.
