Hi,
I spent some time to figure out how this part is working. I found that,
nor the Creator, nor the Group settings saved.
Exactly these settings will not saved, even Save even Apply in Tracker
config:
* Group: Restict tracker items to the creators primary group and the
staff only
* Creator: Restict tracker items to the creator and the staff only
So, I cannot hide tracker items, which results that, the tracker queue
All will show everything.
Using the private flag could hide the tracker item, but this is not
really what I expect 
I guess this is a bug.
