I can’t reproduce that here. I can create a folder with the characters and also create a file with the characters as filenames and upload it to the file manager. Via dialog, DnD and the WebDAV. Opening with Collabora Online also works.
You would have to describe your problem and environment more.
When I want select in menu Files and I select the file to upload to the current directory and select file in my disk computer which name inside are polish charset like ą , ę ,ś that’s this file not open in EGROUPWARE 19.1.20200605(file display error) . Then Even I do not can it delete with EGROUPWARE . I’m using popular an internet browser.
Please show this with screenshorts and if possible with an English user interface (switch to English at login).

It would also be interesting to know how old your EGroupware installation is, maybe it still uses iso-8859-* charset for the database:
